I have been involved in quality management for over forty years from the operational/management perspective. I would like to expand this to involvement in quality management from the policy governance perspective. As well, having provided PT services to cannabis testing laboratories, I am well aware of the challenges associated with the acceptance of testing results from cannabis testing laboratories.

Here is a brief CV:

1992 - 2003: Managed the testing laboratories for the City of Ottawa.

2004 - 2020: Proficiency Testing Manager for the Canadian Association for Laboratory Accreditation. In this role I was responsible for all aspects of CALA PT program.

I represented CALA at the International Laboratory Accreditation Cooperation (ILAC), the body that governs the operation of accreditation bodies globally. I was also a lead evaluator for APAC, a regional body of ILAC. As an evaluator, I evaluated the conformance of accreditation bodies to ISO/IEC 17011, the international standard for the competence of accreditation bodies.

I was an assessor for CALA and A2LA, assessing laboratories, PT providers and reference material providers against their relevant international standards.

2020 - present: Executive Director of Proficiency Testing Canada. In 2020, CALA’s PT program was spun off as an independent not-for-profit organization.

From 2020 to 2023 I represented Canada on the ISO working group responsible for the revision of ISO/IEC, the standard that governs the competence of PT providers.
